Lack of "Ship Spotted"?

I'm having issues with my watch crew.....I set my TC up so that I always go to TC1 with any message (no travel mode...ever)...etc. Basically...my watch crew can spot a ship..but not tell me about it..aka give me a "Ship Spotted" or "Smoke on the Horizon"...and I would keep going at TC128 and miss the contact. I comfired this twice. Once I forgot to decerment down the Sub Spotted range and disable the messages....low and behold I go to 1tc on a new message...which was a Red sub spotted message at my location....I got to the bridge and ask the crew to get range to nearest contact...they tell me its at 3000 yards off the nose. ...yeah...thanks for that "ship spotted". I guess i'm more worried about this as a threat when aircraft become more of an issue. Will they tell me about spotted A/C 100% of the time they see them? Is this a bug? Is is a TC issue?
