That'd only hold true if you play against complete idiots or the map is very poorly designed. Any other way, and a sensible player will easily take down a sniper who refuses to move even though his position is revealed.

Ah but that's why you don't move immediately after the shot, but wait for a a while. If your position allows for it you lie absolutely still for a the first seconds or minutes following the shot, because that's when the enemy will be most alert and generally trying to spot you. When they recover from the initial shock and start searching for you it's time to get out.

Just make sure you hit your target.
It's the ones you miss that are alerted to your presence. Don't need a lot of distance on RO before the shot becomes inaudible at the recieving end. And I'd say "move if your position is comprimised".
