Morally speaking? haha. At the moment (probably realistically) launching a nuclear missile at any city in the game inevitably sets off a chain of retaliatory strikes which destroys every city on earth. If your submarine survives there is not much left to do except sail the world looking for survivors. Sometimes South American countries or Australia survive the nuclear apocalypse with a couple of cities intact.
