Performance "debug" reminder...

As happened in all the previous patches - 1.5 turns the Developing functions in main.cfg back on.

While I personally havent seen a major boost in performance, it has helped some folks, particulary those with low memory - so edit the main.cfg file under \data\cfg\ and make the Development section look as follows...

DevDebugEnable=No
DevEditEnable=No
MiniDump=No

May not help everyone as I said, but it won't hurt!
