This is by no means concrete, but in recent play testing of my port of the Sub Command 688(i) campaign, I was sending out pings to try and test counter-detection triggers. In response, an Akula in the area went bonkers and just started making ahead flank in a seemingly random direction. FWIW, the ROE was set to Peace and the Akula was set to track me, so I'm not sure what was going on. Maybe he was trying to rapidly get in position on me, I don't know. I quit the testing before I could see what he was doing.

There is a debug console for Dangerous Waters that you can get from Red Rodgers. I don't remember exactly where it is or what it's called (I'm sure some searching will yield it), but it will spit out what the game is doing and hopefully it could give you some insights.
