The idea made sense in light of the prewar opposition to unrestricted submarine warfare. With the typycal armament of one or two pivot guns even duking out with just a determined merchant was a dicey proposition for a submarine and Q ships were a real threat. With a couple of twin turrets and some armor such submarine could deal with anything up to low end ASW escorts and effective bombardment missions could be carried out. The thing is that in practice balancing the various characteristics was very difficult and one could not reduce underwater capabilities too much: if such surface optimized sub met even just a Tribal it would have to escape underwater, where it would lack the diving depth and endurance to survive attacks. Neither X1 nor Surcouf could reach 20 knots on the surface, in order to preserve some underwater capabilities.

I was wondering if someone had knowledge they could impart on me.

If I was to measure a U-Boat's draft, do I measure it from the waterline to the bottom of the hull or keel?

A submarine technically doesn't have a draft, since it can dive under the water. In a submarine it is called "Depth to Keel", which should answer your question.

In any ship the point of measuring the draft is to determine the shallowest water the ship can safely navigate, so the measurement is always to the lowest point on the vessel, which is usually the bottom of the keel.

Strictly speaking, I think your right but Wiki (not to be entirely trusted) Greys it up some too? " Keel depth (sometimes given as Depth to keel) is the depth (or draft) of water from the water surface to the keel of a submarine, its deepest part. The keel establishes a commonly defined reference point to measure to."
"Keel depth is useful for determining safe operating depth in shallow water."The draft (American) or draught (British) of a ship's hull is the vertical distance between the waterline and the bottom of the hull (keel), with the thickness of the hull included; in the case of not being included the draft outline would be obtained. Draft determines the minimum depth of water a ship or boat can safely navigate." The photo settles the argument: gauge reads 'salt water depth to keel'! Yipes! implies if you're in less dense fresh water...recalculate as your vessel buoyancy is different.??!!
