gear Patrol Briefing Screen In SHCE?

At First, I thought were German's but the hats are wrong! I'm not sure what class submarine it is. There is a large cross shaped bracket, or antenna attached to the conning tower! Below that appears to be an metal horseshoe attached to the conning tower upside down!
