It's been a while since I did a recon patrol. I think you need to be close to where you need to take pictures. Usually it's ship or several ships that need to be photographed. Using the observation scope, you need to be able to see the object(s) you need, then the camera button lights up. Take a picture, go to the next thing, and so on.

Last time I got one, I had to be "at" the harbor where I was supposed to take pictures.

I was supposed to photograph "troop transports", but there were not any there.

I photographed every ship in the harbor, and the "camera" icon on the map never changed to gray, so I sunk them all and then left and went and sunk a few ships elsewhere.
After I returned, I started a new patrol and it gave me a new objective, so I'm guessing that I "completed" the photo recon and all was good.

I believe it also needs to be not night. I'm not sure how much light you need, but some light in needed. You might also need to lock the target in the periscope before taking the picture.

I have done several of these over time. It has not mattered day or night. Get close enough to see your subjects (usually ships in port), lock on target, camera icon will light up, click on the icon. Sometimes you need to take more than 1 photo.

the locking-on part is key here.

Playing TMO I've noticed the camera button does not lite until I'm within 2000yds of the object. Not sure if this is also a campaign requirement ( e.g. Guerrilla Spyron mod)

Guerrilla Spyron moved the distance a lot closer after I accidentally was able to click the camera as I approached. The mission gave me credit however we agreed the distance was ridiculous and needed to be changed - it was the stock distance. This was during the testing phase.

Stock is 8 nm. You can look in the *.mis file of the specific mission you are doing with a text editor like Notepad to find out what the distance is in other mods.

Happy Hunting!
