Default [Possible bug] Sensor comparison

I noticed after a while that sensor comparison for the enemy always shows true data.
Here's a quick example.

It really became apparent on a recent mission I had where I was facing 3 Victor IIIs. I had a 95% solution on one of them and comparison for his active sonar showed around 0. The second one had an incomplete solution, was currently estimated to run at the same speed, but a couple of KYDS further away, yet the active sensor showed around 13. Only after having a good solution it showed up that he was actually closer that the first one.

Shouldn't sensor comparison show estimated signal strength at the current estimated range?

There were also several occasions when sensor comparison showed -50 on a close target even though I didn't have a course estimate yet. And no, he wasn't far/fast enough for the signal to be that weak.

So, is this a planned feature or is it some kind of a bug?

Probably just got overlooked but you're right, it's an issue for realism.
