Looks like something out of "The Cruel Sea" when they got a contact under a bunch of survivors in the water and attacked. Couldn't find the contact afterwards.

I was assigned to breach Norfolk harbor, really shallow in there, with minefields. I had just cleared the minefields at 2kts silent when I raised the scope, and spotted some liferafts. I can only conclude that a merchantman had run afoul of them entering, or leaving the harbor.
