The map clearly shows a "submarine training area" northeast of the shipping lanes, placing it in striking position of commercial shipping. The map doesn't show the naval base at Bandar-e Abbas, where the Kilos are currently based at. Google Maps clearly shows a Kilo docked there...along with a good portion of the Iranian Navy.
