The version I am using of SH3 Commander is unaltered with the exception of adding the GWX and OLC Commander files. I wonder if this might be the problem?

The GWX files will be fine...the OLC ones? I'm not too sure. If they modify SH3Cmdr's "Static settings.cfg" or "Randomised events.cfg" files then they may be adding code that modifies Commands_en.cfg. I don't know.

Didn't you already do this when arriving at the conclusion that SH3Cmdr was definitely changing the file.
