No Close Airfields for reconoissance patrols

I wonder if anyone can help? I am playing the Norwegian Campaign in SH4 with the following.. TMO,OM,RSRDC,UBM Mission pack and Spaxs speech. The player is supposed to be able to use the Luftwaffe for scouting for contacts but there are no Bases anywhere near the Arctic coast, the nearest being down near Bergen. Is this correct or should there be bases further north as there actually was in the war.

When stationed near the western approaches, if requested, aircraft from bases in France cover this area and find contacts.
