Default Neutral ships in FotRSu

I often see the radio reports of neutral ships and/or task forces....who is neutral in the Pacific theater? I haven't been able to close with one, are they Russian?

Red Cross is the neutral. I believe Russian merchant shipping is also neutral.

The "neutral" Russians are generally found around Japan itself, headed to / from Vladivostok during the Winter months. They are set neutral since that's what they were to Japan. Most of the Russians are Allied, and ply the northern routes. Most of those neutral convoys you have seen are indeed the hospital ships. However, the astute skipper should remember history and go check them out anyway. That is an "ultra" warning about the fact that a potentially enemy convoy has a hospital ship embedded in it... do be careful when you shoot though! By the same token, not all hospital ships are listed as "Leader" of a convoy or group, and those groupings would not show as "Neutral", but there could still be a hospital ship in any given grouping. 'Tis better to look before shooting...
