Asking because I'm in a campaign right now and only have two torpedoes left, but the nearest port to me (happens to be Algiers) does not give me a refit option.

Check Quick Start Manual PDF (ex FAQ). You'll find few words there regarding your questions...
General rule of thumb for refitting in TWoS:
- Blue anchor mark close to harbor: Major Axis port which can support U-boat operations.
- Blue anchor mark 3-4km (or more) from the harbor: No current support for U-boat operations (no refitting)
