FotRSU and Dark Waters are not compatible. Remove the Dark Waters mod from your FotRSU install, create a new game folder, make a new MultiSH4 save folder (such as DkW or whatever), mod that game to Dark Waters, and have fun. We do have plans for FotRSU in the future for something similar, but it will not initially be a German campaign... If Dark Waters is the only mod active, be sure you have either deleted the SH4 save folder, or create a new one with MkultiSH4, such that the FotRSU config is no longer seen by the game.
