If doing Stock? No. However, most mods definitely benefit from using it. Now, a really big thing with a Steam game is that Steam defaults to installing the games below the Steam install, which is usually in "C:\Program Files (x86) \Steam...", and Windows does not like when you install mods in that Program Files folder. My Steam now has an option to move the game to a different Library folder, if you have a valid 2nd hard drive in your computer. If you don't, then you can either re-install Steam in a folder you make yourself, such as "C:\Games", which then puts the game library folder there, but if you have very many games, that can be a real bother... You could also try copying your SH4 folder from inside the Steam folder and then pasting it elsewhere, and then modding that copy. The game would be in "C:\Program Files (x86) \Steam \Steam Apps \common \Silent Hunter: Wolves of the Pacific" (or similar). You select that folder, the use the <Ctrl><C> keyboard combination to "Copy" the whole folder, then navigate into that "C:\Games" folder that you made before, and use <Ctrl><V> to Paste the folder in there. Navigate inside once all the files copy (which will take a while), and try starting it by double-clicking the SH4.exe file. You might have to set the "Properties" on that exe file first though...
