I finally found Peabody's Asashio playable:

I have not downloaded it, and therefore don't know how well it might work. I'm also not aware of any US DD like that..

There are no plans from the FotRSU team (at this time) to implement playable surface ships, much less playable surface ships with player-controlled torpedoes, though as CapnScurvy states, in theory, it should be doable... The surface ships in the FotRSU-modded game will have AI torpedoes, if they were so equipped in real life...
