Disable all other mods except these 2 below

NewUIs_TDC_7_4_2_ByTheDarkWraith
OPEN HORIZONS II v2.5

Now run the JSGME Mod validator.

Look and see that it is telling you that the mods are correctly enabled.

If ok.

New captain name and new campaign again.

Load the new game and see if the stopwatch now shows from the officer icon.
