if you did not find out by now, it is nicely explained in the ingame tutorials.
the one that explains the periscope and the computer.
the distoyer in game is 100m long and take about 20 sec to pass your cosshair in peri. you move the outer ring so the lenth of the ship coresponds to the time it took to move though the hair.
it results in 5 meter per second speed. look the tutorial, its pretty straight forward.
