I am working on a piece about the escorts and what their skill level should be during each year of the war. Since I am not a modder, I don't know how precise SHIII can be.

For instance, if I could show only 2% of the escorts should be elite in 1939, can SHIII do that?

That'd have to be set individually for each convoy and patrol in question, I believe. There's no single percentege setting that will cover every single escort's skill in the game.

My question is a little different. Knowing that each convoy (or cluster, since they are not all convoys) is set individually, can each cluster be set as specifically as...

2% Elite
39% Veteran
39% Standard
20% Green

....or are the randomizations more gross than fine?

It's more complicated than that.

Fro RndGroup entries that are separated out, year by year, you could attempt to approximate some value.

Many, however, span several years. That skews your attempts at normalization for an entire year at a time.
