Default Blind Bombing Zone and CBI

Putting finishing touches on TMO upgrade, 1945 in particular. Noticed in patrol reports a lot of lifeguarding along Indochina and Chinese coasts in late 1944 into 45. I know TF 38 operated in South China Sea in January but mostly mentions USAAF aircraft. The area off Chinese coast and Hainan Island labeled "Blind Bombing Zone" I assume is where Allied bombers attacked anything they spotted. Where were the Allied planes operating from?

B-25 's seem to have been operating in area. Philippines? Seems like a long flight across the South China Sea and likely beyond their effective range China? Where? I know B-29's were based in India but they had the range unlike most other bombers. Burma? Believe it was recaptured in late 1944 but still beyond B-25's effective range to be in the bling bombing zone

I lack the in depth knowledge of the CBI and online research has not painted a really clear picture so trying to pick the brains of fellow subsim members.

The US did not have northern Luzon at the time they were attacking Formosa, and all of the raids were carrier-based, as near as I can tell, October 1944 in preparation for the Leyte Gulf landings. Don't forget though, that the BPF (British Pacific Fleet) came and did some raids also on the southern Ryukyus and northern Formosa in 1945, so you could have a couple of assignments being attached to the BPF also.
