I have not been able to. Right clicking and selecting Properties on SH4.exe does not give me a compatibility tab.

LAA is required in order to run any significant SH4 mod. This could be the cause, and fix, of your problems.

Not sure what you need a compatibility tab for. I don't make changes to compatibility when setting LAA. It's just something you 'apply' to the exe.

Which directions are you following? I think if you can work this out your problems may be fixed. Crashes are especially likely near ports and could be the reason it crashes when you are trying to start a new patrol/career (near or in port)

If you're not getting a "Compatibility" tab when going for the "Properties" page on a file Jetguy06, you are most likely attempting to do that on the short-cut, and not the file itself. You need to navigate into the game folder and use the SH4.exe file. The same thing for the use of LAA on that file.
