Default Make a bootable disk for locked laptop

This is a laptop bought from a thrift store.(Dell XPS 13) I don't know if it has a password reset disk.
My question is: I'm going to make a bootable disk now , I looked it up on Google , like the DVD ,CD and USB can be used to do it ,but now I need some simple steps.

Step by step. Stay calm. You need a Windows 10 ISO file, a disk, and a tool.

Depends on the hardware, some rigs do not like needing to install an OS from CD, or from USB stick. In these cases you also have to try the alternative.

Check the BIOS/UEFI in any case that the bootable medium will be recognized.
