You could try right-clicking on the executable, and choose "Properties". From that, click on the Compatibility tab, and then "Run this program as an administrator" - which is sometimes available directly from that right-click menu, depending upon your version of Windows. That may or may not work. If it does not, then you do have to create a support ticket with Ubisoft, and check back every day, using the ticket number they give you, to log into their support site and see if they've replied yet. They have given me and some others a new file to download and a new key. They do want "proof of ownership" though, such as an email receipt or the old license key in an email from them... Good luck on it! It took several days here...

Default Try using Large Address Aware

If you are attempting to install to Windows 10 latest update, then you probably have to treat your install .exe files with the Large Address Aware. I recently installed SH4 from my legacy DVD (key usually installed with SH4) and downloaded v1.4 (does not need key). U-Boat Missions needs the key that comes with the file. I purchased mine many years ago and still have the receipt and the key. Even so, after the v1.0 SH4 installation, she would not run until I treated the SH4.exe with LAA. Then, in order to get the SH4v1.4 update AND the U-Boat Missions.exe update to even RUN, I had to treat them both to LAA. After executing the U-Boat Missions.exe update, make sure you have the U-Boat Missions key and not the key that came with your original DVD.

Are you installing from DVD and downloaded v1.4 and v1.5 updates?
Are you installing from an online purchase download, if so, which version(s)?
Are you installing from STEAM? ($9.99 for SH3, SH4, SH4-UBoatMisiions and SH5 until Jan 5 2021)

It helps us to know what format you're installing from and what version of Windows you are using.
