Can't transfer to next campaign in TWoS

I got a message mid-patrol from BdU saying campaign / flotilla transfer failed to initialize and I should end patrol to consult TWoS documentation.

I followed the "in port" save game instructions TO THE LETTER. What else do I need to do? I'm using the 2.2.24 version of TWoS -- was kinda hoping the bugs in this mod would be worked out by now -- ugh.

Anyway, I'm stuck in port post-Coastal Waters campaign June 1940 with no available mission orders and no way to advance to Happy Times campaign -- please HELP!
