they are neutrals.
they are NPL_RC=Hospital Ship in FOTRSU.
Check Roster folder (RedCross) and and Sea Folder (NPL_RC) for more details.
remember it needs to be entered in Names.cfg (and probably at least one other file which i cannot remember)

Yes, there are some in FOTRS set as neutrals. I have tried to add them to TMO before and had some issues getting them to work, sidelined while worked on rest of my forthcoming update for TMO but plan to add them if can get them to work.

Did you update the Data > Roster > DefSide.cfg to include the RedCross as a nation for TMO.
