You actually have a couple things going on.
I'm assuming you don't have the game installed in the x86 folder. It looks like the mods issue has been addressed. You mentioned you went in to the the save file and made a change with the fuel. Making changes during a patrol usually causes problems. Someone who is more computer savvy will be able to explain. When you save, always save in a new file. For instance from the office, "fireftr." Then you're first save during patrol, "fireftr1." And so on. The save files have a lot of information in them. When you overwrite saves, you will eventually corrupt the files. I hope this helps.
