Torpedo room mod

Hey guys. So i dont have any experience modding a game. Well kinda sort of but not to the extent in which im about to attempt. Is there anybody that can tell me what tools i need to download to start modding textures on the interior of the sub???

For instance i want to change the diamond deck torpedo room floor texture to a sectional panel texture that Im going to try to create.

Im really just trying to figure out what tutorials and programs i would need to watch/download to start chipping away at this...

Any input is appreciated thanks guys!!!
