Default Newbie - Identifying ships?

Can someone please tell me how I identify the ships I see in the periscope? Supposedly there is a crew member that can help me with this?

And I have to go really, really close before I torp them to see which flag they are carrying?

if you play map contact .. the neutral and friendly ships are in green... the enemy are in red... if you play no map contact.. then you must to go and see the flag

Depending on what mods and hotkey selections you're using you'll have to lock the ship in order to bring up the XO's dialog box, which will include the recognition manual to properly identify the ship. The flag is usually visible from 3km with a 6x scope, so long as the weather isn't totally fubar. To lock your target, use the spacebar key.
