Weird destroyer behavior

This has happened to me a few times.

I come across a destroyer, submerge, dive deep and wait. He's joined by a couple of friends and they patrol in a pattern for hours. If I move, they move with me (nearest if 8 kms away.). But they don't attack. I eventually got bored and tried surfacing and sneaking off at top speed. They do the same thing, and still don't attack and keep the same distance.

I tried messing with zones. Cfg file but it’s elsewhere on my pc and not in SH folder and renamed. There’s no way this could affect the one in SH is there?
