Default Can a Mod Make a Pressable Button in 1st Persan View

How much can you do with a mod? Could I designate a point on the 3d interior model a button you can press and inform my running script that it was pressed, and can the script send a command to the game?

I'm thinking of a Wolfpack style play where you control by interacting in the 3d instead of keypresses and gui.

Example I designate a button on the 3d interior model as special, and I can click it and it tells my script and the script send a command like "raise periscope" to the game as if I pressed that key.
