It has been long since the last time I worked with Gimp, but there should be a way to do the same with that program. On the other hand, I insist that I would use a lesser weathered paper texture: the one shown in your preview looks like a parchment coming straight from Tutankhamon's tomb

Any texture will do. If you find one that you like, but it is too yellowish or too dirty, just decrease a bit its saturation/contrast, increase luminosity if needed, and the trick is done.

Before you added this feature to your UI mod, there were so many useful documents that one wanted to have close by hand without minimizing the game

IF they are JSGME ready why aren´t they in a /data folder?

Yep.. they are not JSGME ready.. you can do it yourself.. just create couple of folders.. data and UserCharts in it: Sjizzle's - Charts for NewUIs TDC ByTheDarkWraith 27.05.2013 v2/data/UserCharts/.. then place all the files in the UserCharts and enable it via JSGME.. enjoy
