There are probably 3 active Members of SubSim that can edit Game files for SH3 - SH5 on a Hex level.
Of those only 2 can change things that no available free tool can do.
Of those only 1 can edit animations in SH4.

Here's another historical useless fact

In 1918, the legendary American General George S. Patton visited the French city of Bourg. Here the mayor told him about the fallen American soldier whom they still honored in the city. Patton had never heard of a fallen soldier in Bourg and therefore chose to visit the burial site with the mayor, after which the truth dawned on Patton. During the First World War, the American soldiers had dug a latrine in the city, which they had covered and put a cross on with the inscription "Abandoned Rear". The French believed that this was the name of a fallen American soldier, and when Patton failed to reveal the truth, the latrine remained a soldier's grave until World War II.
