Seems to be, your decision to mid stream, dump 1 mega mod, in favor of the 2nd mega mod (in this case, TMO dumped in favor of FotRS...) is the cause of your current issues. To put it bluntly, would have been better to have done a completely fresh SH4 install & mod for FotRS, instead of dumping TMO from the jsgme you started off with & trying to shoe horn in FotRS & not getting this issue... just food for thought... the other thing, did you, before running the game after doing the swap out of TMO for FotRS, do a complete wipe of the save game folder.. something else I've seen highly recommended with mid game mod changes... odd are, probably not.. just a guess here..

Another option would be.. leave the save folder, & attempt to begin a new career.. an see what occurs from there.. not gospel, but just as a general check.. as it sounds like the saved career got bollixed up by the mod swap...

Hopefully this info helps..

Besides everything else, be sure you rerun Large Address Aware to maximize memory use.
