His "apology" for the events as he described them put it right on the borderline of the rules, but it looks increasingly like the actual events were really so far over that border it makes his statement and "apology" a joke.

It doesn't matter if it's allowed or not, what isn't seen or reported/found out is fair game; it's only a 'mistake' if you get caught. Just like the rest of the world
