My opinion: It is worth allowing a few scumbags to scam the system in order to ensure that we help all the good people we can. Cost of doing good work.

I agree with you but I think there should be more follow up. I know hand fulls of people that have scammed, are scamming and or planning to scam the system. I'm half way to the phone on turning one in...
