I find people grabbing butt wipe paper as the really stupid ones.
Same with water depending on where your at. I've not seen that wiping your behind is a critical need for survival. Now you'd be better off buying dried foods or some such. It makes sense in every place that suffers from a lasting blackout.
In 2003 I think it was when we had a snow desaster north of Münster, the Northern Münsterland region. Almost 300.000 people had no power for up to 5 days. And many of them (not all) also no water. For German standards, it really was quite bad. There is no such thing as untouched nature in an industrialised country like Germany. None of the rivers or lakes in the north and middle holds water that can be used as drinking water just by dripping it through some charcoal filter. Not even rain water is free of chemical intoxication once it no longer flies in the cloud but rains down throgh the layers of polluted air. Drinking water is a priority. Always. Everywhere. Survival water filters and purifiers as beign sold in outdoor shops will not help you much in a place without untouched, clean nature. They cna filter out biolgoicial hazuards, and quite reliably. But no chemical ones. If that were so easy, we would not need so many high-poriced water purification plants, and these plants would not have so big problems to get the job done. Thats why I prefer rice, grains and corns over noodles for keeping dry food stock (and that says a man who loves well-done Italian pasta, I have pasta at least two times a week). Cooking them wastes considerable less water, and you consume all the water used for cooking. With pasta and potatoes, plenty of water remains, gets wasted. And drinking it, is not really of a taste you want to get used to easily.
