The person should have been given a warning, then if the person refused or put it back again later then they would deserve to be fined!

I believe a law banning the big tangling nuts from the bumper has been passed in a few states. I do not see hanging nuts as free speech. The hanging testicles are unnecessary adornment of the vehicle IMO.
