Recommend mods?

If you are running stock SH3:

Patch to 1.4b (google search)
Choose a supermod from subsim: 1) GWX, 2) WAC 3) NYGM.

Nowdays you dont need much more then a supermod. It contains lots of smaller good mods inside already.

My system does not (yet) support GWX, so here are the mods I'm currently using for stock:

Torpedoe wakes
Torpedoe Damage
WB's Decks Awash & Fuel Economy
SH3 Weather Fix
WBNN Warning Orders (for SH3 Commander)

Will be considering Harbor Traffic Standalone when I start a new career
