Can a person become criminal due to changes in surroundings

Thank you for your answer and especially thank you Skybird.

It was the incident in France the other day, where one person was killed and a few was wounded by some Afghan refugee/immigrant(according to some Danish newspaper)who had attacked them with a knife of some kind

That made me remember what this psychologist said on tv some years back.
