Another mod that let's you choose to turn off battery recharging is Athlonic's More Crew Commands.
http://www.subsim.com/radioroom/showthread.php?t=166236 It also adds a bunch of other neat features. It's implemented as commands you give your crew by talking to them so it's not as fast as a UI, but gives more of an immersive feel by actually giving orders.

reaper7's HiRes UI mod also allows you to switch between battery recharging or standard propulsion.
