Question about borderguards and rocks

Just read the austria thread and something that Skybird said (the rock thing) got me thinking.

Let's say, I'm standing on the Finnish-Russian border and I see a russian borderguard walking by. Propably taken a few beers, I get the amazing idea of picking a rock and throwing it at him.

So, my question is; What could the borderguard do in that situation?

What law has he broken if there aren't any witnesses and, you have a hole in your knoggin and he walks awat fast ?

It would probably sound like this in his report;

"I was guarding the border and I saw a rock heading towards me. I quickly fired a shot at the rock and unfortunately I missed. My bullet continued on to the other side of the border and hit a ferret in the nuts."
