Pretty similar in the UK apart from the minor detail it appertains to crash helmets and banks.

I have seen banks in the US post signs on the say you can not wear a hat or sunglasses inside. In the military sometimes in hot and cold weather we would cover our faces. Another NCO tried to that you could not cover the face. I felt he was wrong and checked the regs. There was no ban on covering the face while in work uniform the rule applied to dress uniform only you did show your face if asked by a guard. So I told the troops to show their faces whenever that NCO came round if they had their face covered.

If someone has a legitimate need for such a mask, I doubt they will be prosecuted.

There is a lot of legislation that is intended to be secondary offenses.
