refits and harbor attacks

Im out on partrol right now and im running low on torpedos and i was wondering if i could refit at like bergan or kiel or whil? and also all of my port attacks I have come across nothing but empty harbors. Even at lock ewa. Its almost not even justifible to try and get through the harbor screening vessels. Input please

In real life you would be expected to return to your home base for a complete servicing and some R&R. In the game you can refuel, rearm and repair at any friendly base. Your next orders will be to return home and your assigned patrol grid will say NULL. Of course none of this has any real effect on the game and you can do what you want.
