It is available for DL from FileFront.com. Weighs in at 148 MB.
I have not seen it anywhere else yet, including official SH4 site. Rydox

Filefront may be trustworthy, but I can upload 200MB of crap to it and call it SH41.2.exe.

I agree with the "reserved for tomorrow" theory. Makes sense, explains the patch listing without being accessible.
But can you imagine the unholy crap a 200M VIRUS would unload on your system?!
