Default no steering?

Hi folks, ive just started my career up and on my first mission near Japan and I just cant get the boat to turn, it will only move forwards and backwards in a straight line. i've got no rudder damage. any ideas? is this a bug? i've tried reloading but to no avail.
Thanks
Dan

would damage to the dive planes transmission affect steering? it looks like im going to have to start the career again, I really cannot see any reason why my rudders are not working.

Take a look at the buglist, #75.

I was able to confirm that the damage to the dive plane transmission does not affect the function of the dive planes. It seems you've confirmed the damage affects the rudder.
