You only can scroll with the mouse at the navigation map, strange that you had a CTD?
Try this:
Open the command_en file and find block 71;
change to:
[Cmd71]
Name=Cam_zoom_out
Ctxt=1
Key0=0x09,c,"CTRL Tab"
Or use SetKeys:
