I have often wondered this myself. I thought at one time there was a mod out there that allowed you to change subs but I have not been able to find it. I can say that you make it available immediately by editing your save game files and setting the game date to when the XXI is available but this causes bugs sometimes. I know that in the Careers file in your save folder there is a sub value. I have seen it = 1 , -1, etc. That interger I believe dictates the type of sub. Which one the XXI is i dont know. Plus there is a catagory for the sub variations and features like supercharger, etc. All of these get a numeric value. If we knew what the appropriate values were then you could edit that file and tell the game you have an XXI with all the goodies like active sonar, radar, type 5 bold, hull and schnorkle coating.
