This may have to do with one of the following:

1. Crappy antivirus/firewall/antimalware software. It's basically all junk and actually harmful unless you are using one of the huge name brands (the latter are merely a ripoff in that they actually tend to work). The best advice I can give is, uninstall it all and use the built-in Windows Defender.

2. "Mods"/tinkering. When you uninstall Wolfpack, be sure to go into the Steam game directory and physically delete the Wolfpack directory before reinstalling. This effectively gets rid of any extra files that otherwise would persist between reinstalls.
